  1.1                          A bill for an act 
  1.2             relating to insurance; requiring discounts on 
  1.3             commercial auto policies for taxi service operators 
  1.4             whose drivers complete an accident prevention course; 
  1.5             proposing coding for new law in Minnesota Statutes, 
  1.6             chapter 65B. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [65B.281] [ACCIDENT PREVENTION COURSE PREMIUM 
  1.9   REDUCTIONS; TAXI SERVICE BUSINESS.] 
  1.10     Subdivision 1.  [REQUIRED REDUCTION.] An insurer must 
  1.11  provide an appropriate premium reduction of at least ten percent 
  1.12  on its policies of commercial auto insurance issued, delivered, 
  1.13  or renewed in this state, to a taxi service operator that 
  1.14  requires all drivers of taxis covered by the policy to 
  1.15  successfully complete an accident prevention course or refresher 
  1.16  course established under subdivisions 2 and 3.  
  1.17     Subd. 2.  [ACCIDENT PREVENTION COURSE; RULES.] The 
  1.18  commissioner of public safety shall adopt rules establishing and 
  1.19  regulating a motor vehicle accident prevention course for taxi 
  1.20  drivers.  The commissioner shall consult with local taxi 
  1.21  licensing jurisdictions in developing the rules.  The rules 
  1.22  must, at a minimum, include provisions: 
  1.23     (1) establishing curriculum requirements; 
  1.24     (2) establishing the number of hours required for 
  1.25  successful completion of the course; and 
  1.26     (3) providing for the issuance of a course completion 
  2.1   certification.  
  2.2      Subd. 3.  [REFRESHER COURSE.] The Department of Public 
  2.3   Safety, in consultation with other traffic safety and medical 
  2.4   professionals and local taxi licensing jurisdictions, may 
  2.5   establish a refresher course for persons who have completed the 
  2.6   original course under subdivision 2.  The refresher course shall 
  2.7   be no more than four hours, and based on the curriculum 
  2.8   established under subdivision 2.  The Department of Public 
  2.9   Safety shall establish criteria for and approve training 
  2.10  agencies or organizations authorized to conduct the refresher 
  2.11  course.  
  2.12     Subd. 4.  [COMPLETION CERTIFICATE.] Taxi drivers may retake 
  2.13  the original course or take the refresher course every three 
  2.14  years and receive a course completion certificate.  The 
  2.15  Department of Public Safety shall provide criteria for the 
  2.16  issuance of the course completion certificates.
