  1.1                          A bill for an act 
  1.2             relating to the environment; proposing an amendment to 
  1.3             the Minnesota Constitution, article XI; dedicating the 
  1.4             sales tax receipts equal to a sales tax of 3/16 of one 
  1.5             percent on taxable sales for water quality and public 
  1.6             energy conservation improvements. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.9      An amendment to the Minnesota Constitution is proposed to 
  1.10  the people.  If the amendment is adopted, a section will be 
  1.11  added to article XI, to read as follows: 
  1.12     Sec. 15.  For sales and uses occurring after July 1, 2005, 
  1.13  and before June 30, 2015, the sales and use tax receipts equal 
  1.14  to the state sales and use tax of 3/16 of one percent on sales 
  1.15  and uses taxable under the general state sales and use tax law, 
  1.16  plus penalties and interest and reduced by any refunds, are 
  1.17  dedicated as follows:  50 percent of the receipts may be spent 
  1.18  only for energy conservation improvements to publicly owned 
  1.19  buildings; and 50 percent of the receipts may be spent only on 
  1.20  publicly owned wastewater and drinking water infrastructure.  
  1.21  The money dedicated under this section shall be appropriated by 
  1.22  law and shall not be used as a substitute for traditional 
  1.23  funding sources for the purposes specified, but the dedicated 
  1.24  money shall supplement traditional sources of funding for those 
  1.25  purposes. 
  1.26     Sec. 2.  [SUBMISSION TO VOTERS.] 
  2.1      The proposed amendment shall be submitted to the people at 
  2.2   the 2002 general election.  The question submitted shall be: 
  2.3      "Shall the Minnesota Constitution be amended to provide 
  2.4   funding for ten years beginning July 1, 2005, to improve the 
  2.5   quality of the waters of the state, and for energy conservation 
  2.6   improvements in public buildings by dedicating the sales and use 
  2.7   tax receipts equal to the state sales and use tax of 3/16 of one 
  2.8   percent on taxable sales?
