  1.1                          A bill for an act
  1.2             relating to health; proposing an amendment to the 
  1.3             Minnesota Constitution by adding a section to article 
  1.4             XIII; requiring the legislature and governor to 
  1.5             guarantee the right to affordable health care for all 
  1.6             Minnesota residents. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.9      An amendment to the Minnesota Constitution is proposed to 
  1.10  the people.  If the amendment is adopted, a section shall be 
  1.11  added to article XIII, to read: 
  1.12     Sec. 13.  All people have a right to access affordable 
  1.13  health care for the prevention and treatment of disease and 
  1.14  disability.  The legislature and governor shall guarantee the 
  1.15  right to affordable health care for all Minnesota residents.  
  1.16  The legislature and governor shall provide funding and payment 
  1.17  mechanisms that will secure an efficient public and private 
  1.18  system of health care throughout the state by October 1, 2006.  
  1.19     Sec. 2.  [QUESTION.] 
  1.20     The proposed amendment shall be submitted to the people at 
  1.21  the 2004 general election.  The question submitted shall be:  
  1.22     "Shall the Minnesota Constitution be amended to guarantee 
  1.23  the right to affordable health care for all Minnesota residents 
  1.24  through laws to be enacted by the legislature and governor? 
  1.25                                     Yes .......
  1.26                                     No ........"
