  1.1                          A bill for an act 
  1.2             relating to health; proposing an amendment to the 
  1.3             Minnesota Constitution by adding a section to article 
  1.4             XIII; requiring the legislature to establish a 
  1.5             universal health care system that guarantees health 
  1.6             care access to all citizens.  
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [CONSTITUTIONAL AMENDMENT.] 
  1.9      An amendment to the Minnesota Constitution is proposed to 
  1.10  the people.  If the amendment is adopted, a section shall be 
  1.11  added to article XIII, to read: 
  1.12     Sec. 13.  Because all human beings deserve access to health 
  1.13  care regardless of financial status, access to health care for 
  1.14  the prevention and treatment of disease and disability is a 
  1.15  human right.  It is the duty of the legislature to establish a 
  1.16  universal health care system that guarantees health care access 
  1.17  to all citizens.  The legislature shall make such provisions 
  1.18  through funding and payment mechanisms that will secure an 
  1.19  efficient public and private system of health care throughout 
  1.20  the state.  
  1.21     Sec. 2.  [QUESTION.] 
  1.22     The proposed amendment shall be submitted to the people at 
  1.23  the 2004 general election.  The question submitted shall be:  
  1.24     "Shall the Minnesota Constitution be amended to provide for 
  1.25  the establishment of a universal health care system that 
  1.26  guarantees health care access that will provide for the 
  2.1   prevention and treatment of disease and disability for all 
  2.2   citizens regardless of financial status by law enacted by the 
  2.3   legislature? 
  2.4                                      Yes .......
  2.5                                      No ........"
