to one-third of the total project cost, less the
match committed before the bonds are sold.
After each sale of general obligation bonds,
the commissioner of finance shall notify the
board of the amounts assessed for each year
for the life of the bonds.

board's assessment each year by one-third of
the net income from investment of general
obligation bond proceeds in proportion to the
amount of principal and interest otherwise
required to be paid by the board. The board
shall pay its resulting net assessment to the
commissioner of finance by December 1 each
year. If the board fails to make a payment
when due, the commissioner of finance
shall reduce allotments for appropriations
from the general fund otherwise available
to the board and apply the amount of the
reduction to cover the missed debt service
payment. The commissioner of finance
shall credit the payments received from the
board to the bond debt service account in
the state bond fund each December 1 before
money is transferred from the general fund
under Minnesota Statutes, section 16A.641,
subdivision 10.

and community education, and to provide for
food services and administrative offices. The
heating plant and piping for the high school
and middle school will be upgraded. The
project includes renovation of the Red Lake
Elementary School to add classrooms and
to link it to the Early Childhood Learning
Center. The project includes renovation
of the Ponemah Elementary School to
add a media center and Head Start center,
add parking, improve the bus drop-off,
and expand playground facilities. The
commissioner and Independent School
District No. 38, Red Lake, shall report to
the legislature by January 10, 2008, on the
progress of the project funded by the grant.

purchase open intake tile covers or cones that
limit soil erosion and chemicals from entering
the water ditch systems and waterways of
the Lake Titlow watershed. These water
control devices must be provided at low

Volunteers from the city of Gaylord and local
clubs and high school students must be used
to install the water control devices at no cost
to the landowner.

the flooding of the Little Cannon River and
the Cannon River.

For any project listed in this subdivision that
is not ready to proceed or does not expend all
the money allocated to it, the commissioner
may allocate that project's money to a project
on the commissioner's priority list.

To the extent that the cost of a project in

Dawson, East Grand Forks, Granite Falls,
Montevideo, Oakport Township, Roseau, or
Warren exceeds two percent of the median
household income in the municipality

programming in public and private schools

science research facilities funding program to provide grants to the Board of Regents
of the University of Minnesota for 80 percent of the costs of projects approved under
subdivision 3.

new text begin Applications for grants for a project are to be made
by the Board of Regents of the University of Minnesota to the authority. To be eligible for
a grant under the program a project must meet the following criteria:

new text begin (1) the University of Minnesota, either acting on its own or in collaboration with
another private or public institution, must pay 20 percent of the costs of the project and may
meet all or part of the required share of the costs of the project through the prior purchase
of scientific equipment and materials incident to the project provided the purchase is
completed not more than two years before the approval of a grant by the authority and
the University of Minnesota is responsible for the ongoing facilities maintenance and
operations of the biomedical science research facility resulting from the project;

new text begin (2) if the application is for a project in which the University of Minnesota proposes
to work in collaboration with another private or public institution, the other institution
must be one that generates at least $75,000,000 annually in competitive federal funding
from the National Institute of Health, National Science Foundation, or similar agency;

new text begin (3) the biomedical science research facility resulting from the project will be owned
by the Board of Regents of the University of Minnesota; and

new text begin (4) at a minimum the application must include the following information:
new text end

new text begin (i) a resolution of the governing body that the required match is available and
committed;
new text end

new text begin (ii) a detailed estimate, along with necessary supporting evidence, of the total cost
of the project;
new text end

new text begin (iii) an assessment of the potential to attract new or continue existing public and
private research grant awards resulting from the project;
new text end

new text begin (iv) a detailed facility operating financial analysis projecting the annual expected
revenues and costs associated with the project;
new text end

new text begin (v) a timeline indicating the major milestones of the project and their anticipated
completion dates; and
new text end

new text begin (vi) an assessment of the likelihood of public benefits from the project including
benefitting public health and enhancement of employment opportunities within the state,
stimulation of economic growth, and the potential for advancing the development of
commercially successful and affordable products, processes, or services.

new text begin The factors listed are not in priority order and the authority may weigh each factor,
depending upon the facts and circumstances, as the authority considers appropriate.

new text begin The authority shall determine for each project for
which an application is submitted whether it appears in the authority's judgment to
conform to the purposes and policies stated in section 137.61 and meets the criteria
stated in subdivision 2. Upon determination by the authority that a project conforms
to the purposes and policies stated in section 137.61 and meets the criteria stated in
subdivision 2, the authority may recommend to the legislature a grant under the program
for the project in an amount equal to 80 percent of the costs of the project. Project grants
recommended by the authority are approved by the legislature if legislation has not been
enacted to modify or reject the recommendation by March 15 of the odd-numbered year
the recommendation is made. Upon approval of a grant by the legislature, the Board of
Regents of the University of Minnesota has the power to identify project costs eligible
for financing by the legislature and execute all requisite certifications required for a state
tax-exempt debt issuance, if any. The authority may recommend to the legislature total
grants up to the percentage of the amount of bond proceeds authorized in section 137.66
for the fiscal year ending June 30 as set forth opposite each date.

research facilities funding program under section 137.65, the commissioner of finance
shall sell and issue bonds of the state in an aggregate amount up to $233,600,000 in the
manner, upon the terms, and with the effect prescribed by sections 16A.631 to 16A.675
and by the Minnesota Constitution, article XI, sections 4 to 7. Before the issuance of a
series of bonds, the authority shall determine that the proceeds of the series of bonds to be
issued will be needed to make disbursements of grants approved by the authority under the
program. Section 16A.642 does not apply to bonds issued under this section.
