A bill for an act
relating to capital improvements; appropriating money for land acquisition for a
regional park in Wright County; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation. new text end

new text begin $6,100,000 is appropriated from the bond proceeds
fund to the commissioner of natural resources for a grant to Wright County and the city of
Monticello jointly, to acquire 551 acres of land, including shoreline along the north end of
Long Lake and the entire shoreline of three undeveloped lakes in the Bertram Chain of
Lakes, for a regional park. This appropriation is not available until the commissioner of
management and budget determines that Wright County and the city of Monticello have
entered into an agreement that the land will be owned as tenants in common with each
owning 50 percent interest in the undivided whole; that Wright County and the city of
Monticello have entered into a joint powers agreement and formed a joint powers board
under Minnesota Statutes, section 471.59, to govern the facilities; and that sufficient funds
to complete the purchase are committed from nonstate sources.

new text begin To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $6,100,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
