A bill for an act
relating to capital improvements; appropriating money for Spring Grove alley
renovation; authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $1,150,000 is appropriated from the bond proceeds
fund to the commissioner of employment and economic development for a grant to the
city of Spring Grove for predesign, design, construction, and construction management
to redesign and renovate three alleys in downtown Spring Grove: the Northwest Alley,
north of Main Street, from Second Avenue NW to Division Avenue; the Southwest Alley,
south of Main Street, from Second Avenue SW to Division Avenue; and the Southeast
Alley, south of Main Street, from Division Avenue to First Avenue SE. This project
includes new surfacing of the alleys and adjacent publicly owned areas, improved storm
water management, additional greening, a storm water pond and rain garden, and an
improved pedestrian and bike environment. This appropriation is not available until
the commissioner of management and budget has determined that an equal amount is
committed from nonstate sources.

new text begin To provide the money appropriated in this section from the
bond proceeds fund, the commissioner of management and budget shall sell and issue
bonds of the state in an amount up to $1,150,000 in the manner, upon the terms, and with
the effect prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the
Minnesota Constitution, article XI, sections 4 to 7.
