A bill for an act
relating to liquor; providing for transfer of license or business; proposing coding
for new law in Minnesota Statutes, chapter 340A.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Any licensed retailer transferring or liquidating a business must satisfy any debt
owed to a wholesaler, either before the transfer or sale or as a condition of the sale, before
the transfer or sale of the business becomes effective. The commissioner may not approve
the sale or transfer of the business and the issuing authority may not approve the transfer
of a license under this chapter, unless this requirement has been met. For purposes of this
section, any change in ownership or location of the business for which the license has been
issued, shall be deemed a sale or transfer.
