  1.1                          A bill for an act 
  1.2             relating to motor vehicles; requiring peace officers 
  1.3             who stop persons claiming diplomatic immunity or 
  1.4             privileges with respect to motor vehicle violations to 
  1.5             report such stops to the commissioner of public 
  1.6             safety; requiring the commissioner of public safety to 
  1.7             report such incidents to the United States Department 
  1.8             of State; proposing coding for new law in Minnesota 
  1.9             Statutes, chapter 169.  
  1.10  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.11     Section 1.  [169.101] [REPORTS OF STOPS OF PERSONS CLAIMING 
  1.12  DIPLOMATIC IMMUNITY OR PRIVILEGES.] 
  1.13     Subdivision 1.  [APPLICABILITY.] This section applies to 
  1.14  persons who (1) display to a peace officer a driver's license 
  1.15  issued by the United States Department of State, and (2)  
  1.16  persons who otherwise claim immunities and privileges under 
  1.17  United States Code, title 22, chapter 6, with respect to the 
  1.18  person's violation of a provision of chapter 169 relating to the 
  1.19  operation of a motor vehicle, or of section 609.21. 
  1.20     Subd. 2.  [DUTIES OF PEACE OFFICER.] When a person 
  1.21  described in subdivision 1 is stopped by a peace officer who has 
  1.22  probable cause to believe that the driver has committed a 
  1.23  violation described in subdivision 1, clause (2), the peace 
  1.24  officer shall: 
  1.25     (1) as soon as practicable, contact the United States 
  1.26  Department of State in order to verify the person's status and 
  1.27  immunity, if any; 
  2.1      (2) record all relevant information from any driver's 
  2.2   license or identification card produced by the person, including 
  2.3   a driver's license or identification card issued by the United 
  2.4   States Department of State; and 
  2.5      (3) within three working days after the date on which the 
  2.6   person was stopped, forward the following to the commissioner: 
  2.7      (i) a vehicle accident report, if the person was involved 
  2.8   in a motor vehicle accident; 
  2.9      (ii) a copy of any citation issued to the person as a 
  2.10  result of the stop; and 
  2.11     (iii) if no accident report is made or citation issued, a 
  2.12  written report of the incident. 
  2.13     Subd. 3.  [DUTIES OF COMMISSIONER.] The commissioner shall 
  2.14  send a copy of each document received under subdivision 2 to the 
  2.15  Bureau of Diplomatic Security, Office of Foreign Missions, 
  2.16  United States Department of State. 
  2.17     Subd. 4.  [NOT TO LIMIT APPLICATION OF LAW.] This section 
  2.18  does not prohibit or limit the application of the laws of 
  2.19  Minnesota relating to the operation of a motor vehicle to an 
  2.20  individual who has or who claims immunity under United States 
  2.21  Code, title 22, chapter 6.
