  1.1                          A bill for an act 
  1.2             relating to human services; expanding adult day care 
  1.3             services; appropriating money; amending Minnesota 
  1.4             Statutes 1994, section 16A.531, by adding a 
  1.5             subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1994, section 16A.531, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 3.  [HEALTH CARE REFORM FUND.] There is created in 
  1.10  the state treasury a health care reform fund for deposit of 
  1.11  savings, collections, and paybacks from various activities 
  1.12  related to health care. 
  1.13     Sec. 2.  [APPROPRIATION.] 
  1.14     $....... is appropriated from the general fund to the 
  1.15  commissioner of human services for purposes of awarding grants 
  1.16  to counties to expand or upgrade adult day care services and 
  1.17  adult day care facilities, to be available for the fiscal year 
  1.18  ending June 30, 1997.  This appropriation shall become part of 
  1.19  the base appropriation for the fiscal year ending June 30, 1998. 
  1.20  The commissioner shall distribute grants to counties outside the 
  1.21  metropolitan area where there is a need for expanded or improved 
  1.22  services or facilities, and the commissioner may require a local 
  1.23  match or partial payback from the adult day care nonprofit 
  1.24  agency in order to be eligible for the grant.  The partial 
  1.25  payback must be made to the commissioner and may be made over a 
  2.1   period of time, and must be deposited into the health care 
  2.2   reform fund under Minnesota Statutes, section 16A.531, 
  2.3   subdivision 3.  The county shall award grants to adult day care 
  2.4   nonprofit agencies in order for the agency to physically upgrade 
  2.5   the facility, which will result in the expansion of the number 
  2.6   of clients served in adult day care, expand the type of services 
  2.7   offered, or enable programs to service persons with greater 
  2.8   needs.
