A bill for an act
relating to education finance; restoring funding for
the early childhood family education program;
appropriating money; amending Minnesota Statutes 2004,
section 124D.135, subdivision 1.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2004, section 124D.135,
subdivision 1, is amended to read:

Subdivision 1.

Revenue.

The revenue for early childhood
family education programs for a school district equals $120 for
fiscal years 2003 and 2004 and ,$96 for fiscal year 2005, and
$120 for fiscal year 2005 2006 and later, times the greater of:

(1) 150; or

(2) the number of people under five years of age residing
in the district on October 1 of the previous school year.

EFFECTIVE DATE.

This section is effective for revenue for
fiscal year 2006.

Sec. 2. APPROPRIATION.

Subdivision 1.

Department of education.

The sums
indicated in this section are appropriated from the general fund
to the Department of Education for the fiscal years designated.

Subd. 2.

Early childhood family education aid.

For early
childhood family education aid under Minnesota Statutes, section
124D.135:

$20,052,000 ..... 2006

$22,361,000 ..... 2007

The 2006 appropriation includes $2,612,000 for 2005 and
$17,440,000 for 2006.

The 2007 appropriation includes $4,360,000 for 2006 and
$18,001,000 for 2007.
