A bill for an act
relating to education; higher education; requiring certain additional information
in a report from the Minnesota P-20 Education Partnership.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin P-20 EDUCATION PARTNERSHIP EXISTING REPORT
REQUIREMENTS.

new text begin (a) The Minnesota P-20 Education Partnership under Minnesota Statutes, section
127A.70, shall include in its annual report due on January 15, 2015, information and
recommendations for restructuring partnership member organizations. The report must
include information on changes in the following measures expected as a result of
restructuring:

new text begin (1) early childhood screening rates under Minnesota Statutes, section 121A.17;
new text end

new text begin (2) kindergarten readiness rates;
new text end

new text begin (3) grade 3 reading proficiency rates;
new text end

new text begin (4) high school graduation rates;
new text end

new text begin (5) career and college readiness rates under Minnesota Statutes, section 120B.30;
new text end

new text begin (6) student participation rates in preadvanced placement, advanced placement, and
international baccalaureate programs, consistent with Minnesota Statutes, section 120B.13;
new text end

new text begin (7) postsecondary enrollment and completion rates;
new text end

new text begin (8) remedial education rates in postsecondary settings; and
new text end

new text begin (9) net state expenditures.

new text begin (b) If the partnership recommends restructuring partnership member organizations,
the report must also include:

new text begin (1) information on the date by which restructuring is feasible;
new text end

new text begin (2) proposed governance and administrative structures for the restructured
organizations, consistent with Minnesota Statutes, sections 15.039 and 43A.045; and
new text end

new text begin (3) any necessary draft legislation to effect the restructuring.

new text begin (c) For the purposes of this section, restructuring includes, without limitation, the
full consolidation of two or more partnership member organizations or the transfer of
certain powers and duties from one member organization to another.
