  1.1                          A bill for an act 
  1.2             relating to natural resources; requiring a report of 
  1.3             tribal agreement-related costs. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [REPORT REQUIRED.] 
  1.6      By January 3, 2005, the commissioner of natural resources 
  1.7   shall report to the legislature all costs incurred by the 
  1.8   Department of Natural Resources associated with any agreement 
  1.9   between the state and a tribe related to the management of game 
  1.10  and fish or other natural resources or to the administration of 
  1.11  treaties.  Costs reported must include expenditures for 
  1.12  outsourcing and any payments to federal agencies for assistance 
  1.13  in administering or implementing agreements.  The commissioner 
  1.14  shall itemize the costs incurred by category and year, since the 
  1.15  commencement of any agreement or since July 1, 1994, whichever 
  1.16  is most recent.  The report must include: 
  1.17     (1) outcomes, both negative and positive, from the costs 
  1.18  incurred; and 
  1.19     (2) a cost-benefit analysis for investments such as lake 
  1.20  restocking.
