  1.1                          A bill for an act 
  1.2             relating to crime victims; implementing an automated 
  1.3             victim notification system; requiring a report; 
  1.4             appropriating money; proposing coding for new law in 
  1.5             Minnesota Statutes, chapter 299A. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [299A.76] [AUTOMATED VICTIM NOTIFICATION 
  1.8   SYSTEM.] 
  1.9      The Center For Crime Victim Services shall oversee the 
  1.10  design and implementation of a statewide automated victim 
  1.11  notification system covering state and local correctional 
  1.12  facilities and courts.  The center is responsible for: 
  1.13     (1) all start-up costs related to the system; 
  1.14     (2) all of the system's first year operating costs; 
  1.15     (3) all of the system's ongoing operating costs relating to 
  1.16  the courts after the first year; and 
  1.17     (4) one-half of the system's ongoing operating costs 
  1.18  relating to correctional facilities after the first year.  
  1.19     Sec. 2.  [AUTOMATED VICTIM NOTIFICATION SYSTEM PLAN AND 
  1.20  REPORT.] 
  1.21     The commissioner of public safety, in consultation with 
  1.22  local law enforcement and correctional agencies, shall develop 
  1.23  an ongoing funding plan to cover the remaining one-half of the 
  1.24  automated victim notification system's operating costs for 
  1.25  correctional facilities after the first year.  By January 15, 
  2.1   2002, the commissioner shall report on the plan to the chairs of 
  2.2   the senate and house committees or divisions having jurisdiction 
  2.3   over criminal justice policy and funding.  
  2.4      Sec. 3.  [APPROPRIATION.] 
  2.5      $....... for the fiscal year ending June 30, 2002, and 
  2.6   $....... for the fiscal year ending June 30, 2003, are 
  2.7   appropriated from the general fund to the commissioner of public 
  2.8   safety to be used by the center for crime victim services for 
  2.9   the statewide automated victim notification system described in 
  2.10  Minnesota Statutes, section 299A.76.  Of this amount: 
  2.11     (1) $....... the first year and $....... the second year 
  2.12  are to be used for the system's operating costs relating to 
  2.13  courts; and 
  2.14     (2) $....... the first year is for one-half of the system's 
  2.15  operating costs relating to correctional facilities during its 
  2.16  first year of operation.  
  2.17     The appropriation described in clause (1) must be added to 
  2.18  the department's base budget for the next fiscal biennium.  The 
  2.19  appropriation described in clause (2) is a one-time 
  2.20  appropriation.
