A bill for an act
relating to building codes; requiring separate metering for natural gas and water
services in certain newly constructed residential buildings; amending Minnesota
Statutes 2014, section 326B.106, subdivision 12.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2014, section 326B.106, subdivision 12, is amended to
read:


Subd. 12.

The standards deleted text begin concerning heat loss, illumination, and climate controldeleted text end adopted pursuant
to subdivision 1deleted text begin ,deleted text end shall require that electrical deleted text begin servicedeleted text end new text begin , natural gas, and water servicesnew text end to
individual dwelling units in buildings containing two or more units be separately metered,
with individual metering readily accessible to the individual occupants. The standards
authorized by this subdivision shall only apply to buildings constructed after the effective
date of the amended standards. Buildings intended for occupancy primarily by persons
who are 62 years of age or older or disabled, supportive housing, or buildings that contain
a majority of units not equipped with complete kitchen facilities, shall be exempt from
the provisions of this subdivision. For purposes of this section, "supportive housing"
means housing made available to individuals and families with multiple barriers to
obtaining and maintaining housing, including those who are formerly homeless or at
risk of homelessness and those who have a mental illness, substance abuse disorder,
debilitating disease, or a combination of these conditions.
