1.1 A bill for an act 1.2 relating to education; appropriating money for 1.3 education and related purposes to the board of 1.4 trustees of the Minnesota state colleges and 1.5 universities. 1.6 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.7 Section 1. [HIGHER EDUCATION APPROPRIATIONS.] 1.8 The sums in the columns marked "APPROPRIATIONS" are 1.9 appropriated from the general fund or other named fund to the 1.10 agencies and for the purposes specified in this act. Operations and 2.8 Maintenance 449,910,000 455,220,000 2.9 The appropriations for fiscal year 1998 2.10 and fiscal year 1999 are for the 2.11 operations and maintenance programs of 2.12 the Minnesota state colleges and 2.13 universities system. 2.14 Subd. 3. Special 2.15 Appropriations 51,218,000 76,729,000 2.16 The amounts for each program in the 2.17 four categories of special 2.18 appropriations shall be separately 2.19 identified in the 1999 biennial budget 2.20 document. 2.21 (a) Student Opportunity 2.22 Grants 2.23 -0- 14,000,000 2.24 This appropriation is to provide 2.25 supplemental financial support for 2.26 students from families with the lowest 2.27 incomes. 2.28 (b) Electronic Academy 2.29 17,000,000 17,000,000 2.30 This appropriation is for further 2.31 development of the electronic academy, 2.32 including delivery of academic programs 2.33 delivered statewide via interactive 2.34 television, development of multimedia 2.35 instructional technology across the 2.36 curriculum, development of automated 2.37 student services available on-line and 2.38 through the Internet, staff 2.39 development, and challenge grants for 2.40 innovative technology applications. 2.41 (c) Systemwide Strategic 2.42 Initiatives 2.43 5,118,000 10,829,000 2.44 This appropriation is for academic 2.45 accountability, skill-based transfer, 2.46 career education, program and service 2.47 alignment, and Minnesota state colleges 2.48 and universities and kindergarten 2.49 through grade 12 partnerships. 2.50 (d) Continuous Improvement 2.51 Funding 2.52 18,000,000 31,000,000 2.53 This appropriation is to improve 3.1 college and university performance to 3.2 identify baseline measures, quality and 3.3 efficiency indicators, and benchmarks 3.4 for goal setting. 3.5 (e) Management Information 3.6 Systems Development 3.7 11,100,000 3,900,000 3.8 This appropriation is to develop an 3.9 integrated student records system, to 3.10 create a comprehensive fiscal 3.11 management system, to upgrade the 3.12 technology needed to carry information, 3.13 cover costs related to the new state 3.14 payroll and accounting systems, and to 3.15 cover the costs of additional staff 3.16 needed to support the new human 3.17 resources system.
