  1.1                          A bill for an act 
  1.2             relating to metropolitan airports commission; 
  1.3             requiring the commission to complete its 1996 sound 
  1.4             insulation program; amending Minnesota Statutes 2002, 
  1.5             section 473.661, by adding a subdivision. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 2002, section 473.661, is 
  1.8   amended by adding a subdivision to read: 
  1.9      Subd. 5.  [COMPLETION OF 1996 PROGRAM.] The commission must 
  1.10  complete the sound insulation program under part 150 of the 
  1.11  Federal Aviation Administration regulation, supplemented as 
  1.12  provided in subdivision 4.  Four hundred eighty-eight homes 
  1.13  eligible for the metropolitan airports commission's current 
  1.14  sound insulation program must be insulated by the end of 2004.  
  1.15  The eligible homes include all those within the 65 day-night 
  1.16  noise level (DNL) contour.  Homes outside the 65 DNL contour but 
  1.17  within blocks intersected by that contour must continue to be 
  1.18  included in the insulation program.  In addition, the commission 
  1.19  must complete the sound insulation program under part 150, which 
  1.20  was begun in 1996, within the 60 to 64 DNL contour map approved 
  1.21  by the Federal Aviation Administration. 
  1.22     Sec. 2.  [EFFECTIVE DATE.] 
  1.23     Section 1 is effective the day after its final enactment.
