  1.1                          A bill for an act 
  1.2             relating to state government; imposing a moratorium on 
  1.3             certain state employee travel outside of Minnesota. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [OUT-OF-STATE TRAVEL MORATORIUM.] 
  1.6      (a) An employee of an executive branch state agency may not 
  1.7   travel out of Minnesota at state expense before July 1, 2003.  
  1.8   For purposes of this section, "executive branch state agency" 
  1.9   has the meaning given in Minnesota Statutes, section 16A.011, 
  1.10  subdivision 12a, and includes the Minnesota state colleges and 
  1.11  universities.  This prohibition does not apply to an employee 
  1.12  whose regular work site is outside of Minnesota. 
  1.13     (b) An executive branch state agency may apply to the 
  1.14  commissioner of employee relations for a waiver of this 
  1.15  moratorium.  The commissioner may grant a waiver if the 
  1.16  commissioner determines that state payment for travel outside of 
  1.17  Minnesota is necessary.  The commissioner must publish a monthly 
  1.18  report of waivers granted on the commissioner's Web site, and 
  1.19  must provide copies to the chairs of the house ways and means 
  1.20  and senate finance committees and to the legislative reference 
  1.21  library. 
  1.22     Sec. 2.  [EFFECTIVE DATE; APPLICATION.] 
  1.23     Section 1 is effective the day following final enactment.  
  1.24  Section 1 applies to travel that has been approved before the 
  2.1   effective date of section 1 only if the travel can be canceled 
  2.2   without incurring financial penalties.
