A bill for an act
relating to health; proposing an amendment to the Minnesota Constitution, article
XIII, by adding a section, affirming that every resident of Minnesota has the
right to affordable health care.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CONSTITUTIONAL AMENDMENT PROPOSED.

new text begin An amendment to the Minnesota Constitution, article XIII, by adding a section, is
proposed to the people. If the amendment is adopted, the section will read as follows:

new text begin Every Minnesota resident has the right to health care. It is the responsibility
of the governor and the legislature to implement all necessary legislation to ensure
affordable health care."

Sec. 2. new text begin SUBMISSION TO VOTERS.

new text begin The proposed amendment must be submitted to the people at the 2008 general
election. If approved, it is effective December 31, 2010. The question submitted shall be:

new text begin "Shall the Minnesota Constitution be amended to state that, effective December
31, 2010, every resident of Minnesota has the right to health care and that it is the
responsibility of the governor and the legislature to implement all necessary legislation
to ensure affordable health care?
