  1.1                          A bill for an act 
  1.2             relating to education; providing media center revenue 
  1.3             for eligible school districts; appropriating money; 
  1.4             proposing coding for new law in Minnesota Statutes, 
  1.5             chapter 124.  
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [124.355] [MEDIA CENTER REVENUE.] 
  1.8      Subdivision 1.  [MEDIA CENTER REVENUE.] A school district 
  1.9   may receive media center revenue to provide instructional 
  1.10  resources for pupils in support of the district's curriculum 
  1.11  content outcomes.  
  1.12     Subd. 2.  [ELIGIBLE DISTRICTS.] A district is eligible to 
  1.13  receive media center revenue if it:  
  1.14     (1) has one licensed librarian, media generalist, or media 
  1.15  supervisor for pupils in grades K-12; 
  1.16     (2) has written integrated media content outcomes designed 
  1.17  to assist pupils to achieve district content outcomes; and 
  1.18     (3) expends at least the amount expended the previous year 
  1.19  from its general fund for library or media instructional 
  1.20  resources unless a waiver is granted by the commissioner of 
  1.21  children, families, and learning.  
  1.22     Subd. 3.  [REVENUE AMOUNT.] Media center revenue equals $18 
  1.23  times the actual pupil units in the district during the prior 
  1.24  school year.  
  1.25     Subd. 4.  [DISTRICT ACCOUNTING AND REPORT.] Media center 
  2.1   revenue must be spent only on library or media instructional 
  2.2   resources and must be maintained in a reserved account.  The 
  2.3   district will report to the department of children, families, 
  2.4   and learning once each fiscal year on the uses of media center 
  2.5   revenue and the benefits to pupils.  
  2.6      Sec. 2.  [APPROPRIATION.] 
  2.7      $....... is appropriated in fiscal year 1998 from the 
  2.8   general fund to the department of children, families, and 
  2.9   learning for media center revenue.  Any unexpended balance is 
  2.10  available for fiscal year 1999.
