  1.1                          A bill for an act
  1.2             relating to drivers' licenses; providing for Under-21 
  1.3             Minnesota identification cards; amending Minnesota 
  1.4             Statutes 1996, sections 171.06, subdivision 2; and 
  1.5             171.07, subdivisions 3 and 4. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1996, section 171.06, 
  1.8   subdivision 2, is amended to read: 
  1.9      Subd. 2.  [FEES.] The fees for a license and Minnesota 
  1.10  identification card are as follows: 
  1.11  Classified Driver License    D-$18.50 C-$22.50 B-$29.50 A-$37.50
  1.12  Classified Under 21 D.L.     D-$18.50 C-$22.50 B-$29.50 A-$17.50
  1.13  Instruction Permit                                        $ 9.50
  1.14  Duplicate Driver or Under 21 License or
  1.15   duplicate identification card                            $ 8.00
  1.16  Minnesota identification card or Under-21 Minnesota
  1.17   identification card, other than duplicate,
  1.18   except as otherwise provided in section 171.07,
  1.19   subdivisions 3 and 3a                                    $12.50
  1.20     Sec. 2.  Minnesota Statutes 1996, section 171.07, 
  1.21  subdivision 3, is amended to read: 
  1.22     Subd. 3.  [IDENTIFICATION CARD; FEE.] (a) Upon payment of 
  1.23  the required fee, the department shall issue to every applicant 
  1.24  therefor a Minnesota identification card.  The department may 
  1.25  not issue a Minnesota identification card to a person who has a 
  2.1   driver's license, other than an instruction permit or a limited 
  2.2   license.  The card must bear a distinguishing number assigned to 
  2.3   the applicant, a colored photograph or an electronically 
  2.4   produced image, the full name, date of birth, residence address, 
  2.5   a description of the applicant in the manner as the commissioner 
  2.6   deems necessary, and a space upon which the applicant shall 
  2.7   write the usual signature and the date of birth of the applicant 
  2.8   with pen and ink.  Each identification card issued to an 
  2.9   applicant under the age of 21 must be of a distinguishing color 
  2.10  and plainly marked "Under-21". 
  2.11     (b) Each Minnesota identification card must be plainly 
  2.12  marked "Valid as a Minnesota identification card - not a 
  2.13  driver's license."  
  2.14     (c) The fee for a Minnesota identification card issued to a 
  2.15  person who is mentally retarded, as defined in section 252A.02, 
  2.16  subdivision 2, or to a physically disabled person, as defined in 
  2.17  section 169.345, subdivision 2, is 50 cents. 
  2.18     Sec. 3.  Minnesota Statutes 1996, section 171.07, 
  2.19  subdivision 4, is amended to read: 
  2.20     Subd. 4.  [EXPIRATION.] (a) Except as otherwise provided in 
  2.21  this subdivision, the expiration date of Minnesota 
  2.22  identification cards of applicants under the age of 65 shall be 
  2.23  the birthday of the applicant in the fourth year following the 
  2.24  date of issuance of the card. 
  2.25     (b) Minnesota identification cards issued to applicants age 
  2.26  65 or over shall be valid for the lifetime of the applicant. 
  2.27     (c) The expiration date for an Under-21 identification card 
  2.28  is the card holder's 21st birthday.  The commissioner shall 
  2.29  issue an identification card to a holder of an Under-21 
  2.30  identification card who applies for the card, pays the required 
  2.31  fee, and presents proof of identity and age, unless the 
  2.32  commissioner determines that the applicant is not qualified for 
  2.33  the identification card.
