  1.1                          A bill for an act
  1.2             relating to metropolitan government; establishing 
  1.3             housing as a metropolitan system; amending Minnesota 
  1.4             Statutes 1994, section 473.145; proposing coding for 
  1.5             new law in Minnesota Statutes, chapter 473. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1994, section 473.145, is 
  1.8   amended to read: 
  1.9      473.145 [DEVELOPMENT GUIDE.] 
  1.10     The metropolitan council shall prepare and adopt, after 
  1.11  appropriate study and such public hearings as may be necessary, 
  1.12  a comprehensive development guide for the metropolitan area.  It 
  1.13  shall consist of a compilation of policy statements, goals, 
  1.14  standards, programs, and maps prescribing guides for the orderly 
  1.15  and economical development, public and private, of the 
  1.16  metropolitan area.  The comprehensive development guide shall 
  1.17  recognize and encompass physical, social, or economic needs of 
  1.18  the metropolitan area and those future developments which will 
  1.19  have an impact on the entire area including but not limited to 
  1.20  such matters as land use, parks and open space land needs, the 
  1.21  necessity for and location of airports, highways, transit 
  1.22  facilities, public hospitals, libraries, schools, and other 
  1.23  public buildings, and housing. 
  1.24     Sec. 2.  [473.148] [HOUSING POLICY PLAN.] 
  1.25     The metropolitan council shall prepare and adopt, as part 
  2.1   of its metropolitan development guide, a long-range policy plan 
  2.2   for housing in the metropolitan area.  The policy plan shall be 
  2.3   developed in cooperation with local governments and with active 
  2.4   public participation, include a description of specific housing 
  2.5   objectives, and indicate the strategies that will be used to 
  2.6   achieve the objectives and specify the authority the council 
  2.7   will require to implement the policy.  The council should submit 
  2.8   a preliminary report to the chairs of the metropolitan and local 
  2.9   government committees by January 31, 1996, and the final plan by 
  2.10  January 31, 1997. 
  2.11     Sec. 3.  [APPLICATION.] 
  2.12     This act applies in the counties of Anoka, Carver, Dakota, 
  2.13  Hennepin, Ramsey, Scott, and Washington.
