A bill for an act
relating to education; creating a training initiative for character development;
appropriating money.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Habits of good citizenship promote and support
constitutional and responsible democratic government. These habits are enhanced by
character development as set forth under Minnesota Statutes, section 120B.232.

The commissioner shall
establish a pilot training initiative for Minnesota schools in the common ethical and moral
principles that encourage the development of good citizenship to advance the goals of
character development under Minnesota Statutes, section 120B.232.

Interested teachers and principals under contract
with any elementary or secondary school in Minnesota may apply for good citizenship
character development education training in the form and manner the commissioner shall
determine. The commissioner shall select up to 200 persons per year to receive training.

The commissioner shall contract with the
Caux Round Table to prepare and provide individual training programs for use in the
good citizenship character development education training and with other appropriate
institutions as necessary. The commissioner shall evaluate and report to the legislature
the outcome of the training that includes annual measurements of student attendance,
disciplinary incidents, parental involvement, and test scores.

commissioner of education for the fiscal years designated:
