  1.1                          A bill for an act 
  1.2             relating to agriculture; modifying provisions relating 
  1.3             to feedlots; proposing coding for new law in Minnesota 
  1.4             Statutes, chapter 116. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section. 1.  [116.0712] [FEEDLOT PERMIT CONDITIONS.] 
  1.7      (a) The agency shall not require feedlot permittees to 
  1.8   prepare an air emission plan when the permittee has not violated 
  1.9   state ambient air quality standards or state health risk values. 
  1.10     (b) The agency shall not require feedlot permittees to 
  1.11  maintain records as to rainfall or snowfall as a condition of a 
  1.12  general feedlot permit. 
  1.13     (c) A feedlot permittee shall give notice to the agency 
  1.14  when the permittee proposes to transfer ownership or control of 
  1.15  the feedlot to a new party.  Agency approval of a proposed 
  1.16  transfer of ownership or control is required only when the new 
  1.17  owner or operator has a history of noncompliance with federal or 
  1.18  state environmental laws. 
  1.19     (d) Two or more feedlot projects shall be considered part 
  1.20  of a phased action as defined in Minnesota Rules, part 
  1.21  4410.0200, subpart 60, only when the feedlots are developed on 
  1.22  contiguous parcels of land. 
  1.23     [EFFECTIVE DATE.] This section is effective the day 
  1.24  following final enactment.
