  1.1                          A bill for an act
  1.2             relating to motor vehicles; providing a reduced 
  1.3             registration fee for automobiles registered after the 
  1.4             15th day of the first month of registration; amending 
  1.5             Minnesota Statutes 1994, section 168.017, subdivision 
  1.6             4. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1994, section 168.017, 
  1.9   subdivision 4, is amended to read: 
  1.10     Subd. 4.  (a) Except as otherwise provided in this 
  1.11  subdivision, the applicant for registration of a vehicle under 
  1.12  the monthly series system shall pay in full the calendar year 
  1.13  registration fee prescribed by law during the 12 consecutive 
  1.14  calendar months of registration under the monthly series system. 
  1.15     (b) If the registrar registers the vehicle for a period 
  1.16  greater or less than a calendar year pursuant to subdivision 3, 
  1.17  the calendar year registration fee shall be apportioned as 
  1.18  follows:  During the first period the fee is 1/12 of the first 
  1.19  calendar year fee times the number of months in the period.  
  1.20  During the first 12 consecutive months of registration under the 
  1.21  monthly series system, the fee is the sum of the 
  1.22  following:  (a) (1) 1/12 of the first calendar year fee times 
  1.23  the months remaining after subtracting the months in the first 
  1.24  period of issuance from 12 months, and (b) (2) 1/12 of the 
  1.25  second calendar year fee times the number of months in the first 
  1.26  period of issuance.  The registration fee shall be computed in 
  2.1   the same manner for second and subsequent periods of 12 
  2.2   consecutive months of registration under the monthly series 
  2.3   system, subject to changes provided by law for registration fees 
  2.4   under the calendar year system. 
  2.5      (c) If the registrar registers the vehicle for a part of a 
  2.6   year pursuant to subdivision 3, the calendar year registration 
  2.7   fee shall be apportioned as above in the case of an original 
  2.8   registration for part of a year except that the computation 
  2.9   shall begin with the second calendar year fee.  
  2.10     (d) In the case of a vehicle registered under this section 
  2.11  that has not previously been registered in Minnesota, if the 
  2.12  vehicle is registered after the 15th day of the first month of 
  2.13  registration, the registration period begins the first day of 
  2.14  the next month for purposes of computing the registration fee.
