  1.1                          A bill for an act 
  1.2             relating to employment; establishing the labor 
  1.3             education advancement grant program; proposing coding 
  1.4             for new law in Minnesota Statutes, chapter 178. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [178.20] [LABOR EDUCATION ADVANCEMENT GRANT 
  1.7   PROGRAM.] 
  1.8      Subdivision 1.  [LABOR EDUCATION ADVANCEMENT GRANT 
  1.9   PROGRAM.] The commissioner shall establish the labor education 
  1.10  advancement grant program for the purpose of facilitating the 
  1.11  participation of minorities and women in apprenticeable trades 
  1.12  and occupations.  The commissioner shall award grants to 
  1.13  community-based organizations serving the targeted populations 
  1.14  on a competitive request-for-proposal basis.  Interested 
  1.15  organizations shall apply for the grants in a form prescribed by 
  1.16  the commissioner.  As part of the application process, 
  1.17  applicants must provide a statement of need for the grant, a 
  1.18  description of the targeted population and apprenticeship 
  1.19  opportunities, a description of activities to be funded by the 
  1.20  grant, evidence supporting the ability to deliver services, 
  1.21  information related to coordinating grant activities with other 
  1.22  employment and training programs, identification of matching 
  1.23  funds, a budget, and performance objectives.  Each submitted 
  1.24  application shall be evaluated for completeness and 
  1.25  effectiveness of the proposed grant activity.
