  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds; appropriating money for the 
  1.4             Northwest busway. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [NORTHWEST BUSWAY; APPROPRIATION.] 
  1.7      $30,000,000 is appropriated from the bond proceeds fund to 
  1.8   the metropolitan council to design and construct the remaining 
  1.9   portion of a busway in the northwest metropolitan area from 
  1.10  downtown Minneapolis to Rogers.  Funds may be used for project 
  1.11  design; roadway and busway construction and reconstruction; 
  1.12  acquisition of land and right-of-way; to design, construct, 
  1.13  furnish, and equip transit stations and park and rides; fleet 
  1.14  acquisition; and station equipment. 
  1.15     Sec. 2.  [BOND SALE.] 
  1.16     To provide the money appropriated in section 1 from the 
  1.17  bond proceeds fund, the commissioner of finance shall sell and 
  1.18  issue bonds of the state in an amount up to $30,000,000 in the 
  1.19  manner, upon the terms, and with the effect prescribed by 
  1.20  Minnesota Statutes, sections 16A.631 to 16A.675, and by the 
  1.21  Minnesota Constitution, article XI, sections 4 to 7. 
  1.22     Sec. 3.  [EFFECTIVE DATE.] 
  1.23     Sections 1 and 2 are effective the day following final 
  1.24  enactment.
