A bill for an act
relating to health care; providing a supplemental payment to medical assistance
dental providers to assist in covering the cost of personal protection equipment
used when providing dental services to medical assistance enrollees; appropriating
money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin For purposes of this section, "patient encounter" means an
interaction with a patient who is covered by medical assistance and a dental provider that
results in the provider rendering dental services that are covered under medical assistance
and submitting a claim for payment for the services rendered during the interaction to either
the commissioner of human services or a managed care plan or county-based purchasing
plan that has contracted with the commissioner to provide dental services to medical
assistance enrollees.

new text begin (a) Effective July 1, 2020, the commissioner of human services shall pay
supplemental payments to each dental provider who accepts medical assistance enrollees
in an amount of $10 per patient encounter for encounters occurring on or after March 1,
2020, through September 30, 2020, and resulting in a claim for payment from the
commissioner or from a managed care plan or county-based purchasing plan. The
commissioner may provide the supplemental payment as an add-on to the fee-for-service
payment for the dental services rendered during the patient encounter and paid through the
fee-for-service payment system, or may provide the supplemental payment as a separate
payment as described in paragraph (b).

new text begin (b) Beginning July 15, 2020, the commissioner shall make a monthly supplemental
payment to each eligible dental provider that consists of a $10 payment for each patient
encounter based on dental claims submitted by the provider and paid by the commissioner
during the preceding month if the supplemental payment was not included by the
commissioner as an add-on to the claims payment as permitted in paragraph (a), or based
on claims data submitted to the commissioner by a managed care plan or county-based
purchasing plan during the preceding month, indicating that a claim payment was made to
the provider for dental services rendered during a patient encounter. The first supplemental
payment must include payment for the patient encounters that occurred on or after March
1, 2020, for which the commissioner has received either the claim or claims data by July
15, 2020. The last supplemental payment must be made by the commissioner no later than
December 30, 2020.

new text begin In fiscal year 2021, the amount necessary to pay supplemental
payments under this section is appropriated from the coronavirus relief fund to the
commissioner of human services. This is a onetime appropriation and is available until
December 30, 2020.
