  1.1                          A bill for an act 
  1.2             relating to crime prevention; creating a grant program 
  1.3             to prevent violence through the development of plays, 
  1.4             workshops, and educational resources; appropriating 
  1.5             money; proposing coding for new law in Minnesota 
  1.6             Statutes, chapter 119A. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [119A.35] [GRANT PROGRAM FOR VIOLENCE 
  1.9   PREVENTION THROUGH THE DEVELOPMENT OF PLAYS, WORKSHOPS, AND 
  1.10  EDUCATIONAL RESOURCES.] 
  1.11     Subdivision 1.  [GRANT PROGRAM.] The commissioner shall 
  1.12  administer a grant program to fund statewide programs to create 
  1.13  and develop theatrical plays, workshops, and educational 
  1.14  resources based on peer education models that promote increased 
  1.15  awareness and prevention of sexual abuse, interpersonal 
  1.16  violence, emotional violence, and sexual harassment.  Programs 
  1.17  eligible for grants must use a combination of theater 
  1.18  professionals and prevention specialists in the delivery of the 
  1.19  service and use a peer education model that uses researched and 
  1.20  proven content in training youth to perform in the plays and 
  1.21  workshops.  Programs must provide the source material, the 
  1.22  training program, develop the educational materials, and provide 
  1.23  technical assistance. 
  1.24     Subd. 2.  [GRANT PROCEDURE.] Programs may apply for a grant 
  1.25  by submitting an application to the commissioner.  The 
  1.26  commissioner may distribute grants to one or more programs 
  2.1   meeting the criteria described in subdivision 1. 
  2.2      Sec. 2.  [APPROPRIATION.] 
  2.3      $....... is appropriated for the fiscal year ending June 
  2.4   30, 1998, and $....... is appropriated for the fiscal year 
  2.5   ending June 30, 1999, from the general fund to the commissioner 
  2.6   of children, families, and learning to administer the grant 
  2.7   program described in section 1.
