A bill for an act
relating to state finance; requiring recipients of certain constitutionally dedicated
funds to submit reports.



A recipient of funds appropriated from the outdoor heritage fund, clean water
fund, parks and trails fund, or the arts and cultural heritage fund in fiscal year 2012 or
2013 shall submit a report to the Legislative Coordinating Commission containing the
following information to be included on the Web site required under Minnesota Statutes,
section 3.303, subdivision 10:

(1) the name of the project and project description;

(2) the funding recipient and contact information, including name, telephone, e-mail
and Web site;

(3) the fiscal agent and administering agency, when applicable;

(4) the amount and source of the funds, including the fiscal year of the appropriation;

(5) the duration of the project;

(6) the amount and source of any additional funding or leverage;

(7) the number of full-time equivalents funded under the project;

(8) the direct expenses and administration costs of the project; and

(9) an evaluation of the project, including measured outcomes.

For the purposes of this section, a recipient includes any entity receiving funding
through a direct appropriation or a grant funded with an appropriation from one of the
funds. Reports shall be submitted by January 15, 2012, for appropriations in fiscal year
2012, and January 15, 2013, for appropriations in fiscal year 2013.
