A bill for an act
relating to state finance; requiring recipients of certain constitutionally dedicated
funds to submit reports.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin LEGACY FUNDS RECIPIENT REPORT.

new text begin A recipient of funds appropriated from the outdoor heritage fund, clean water
fund, parks and trails fund, or the arts and cultural heritage fund in fiscal year 2012 or
2013 shall submit a report to the Legislative Coordinating Commission containing the
following information to be included on the Web site required under Minnesota Statutes,
section 3.303, subdivision 10:

new text begin (1) the name of the project and project description;

new text begin (2) the funding recipient and contact information, including name, telephone, e-mail
and Web site;

new text begin (3) the fiscal agent and administering agency, when applicable;
new text end

new text begin (4) the amount and source of the funds, including the fiscal year of the appropriation;
new text end

new text begin (5) the duration of the project;
new text end

new text begin (6) the amount and source of any additional funding or leverage;
new text end

new text begin (7) the number of full-time equivalents funded under the project;
new text end

new text begin (8) the direct expenses and administration costs of the project; and
new text end

new text begin (9) an evaluation of the project, including measured outcomes.

new text begin For the purposes of this section, a recipient includes any entity receiving funding
through a direct appropriation or a grant funded with an appropriation from one of the
funds. Reports shall be submitted by January 15, 2012, for appropriations in fiscal year
2012, and January 15, 2013, for appropriations in fiscal year 2013.
