A bill for an act
relating to housing; appropriating money for homeless encampment navigation
centers.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin HOMELESS ENCAMPMENT ASSISTANCE AND NAVIGATION
CENTERS.

new text begin $....... in fiscal year 2021 is appropriated from the general fund to the commissioner of
human services to work in coordination with the commissioner of the Housing Finance
Agency, along with cities and counties where homeless encampments are located, to create
navigation centers to provide temporary housing, health care, sanitation, and services to
assist individuals living in homeless encampments. The commissioner of human services
may spend the appropriation only on navigation centers established in cities of the first
class.

new text begin Notwithstanding any local government zoning or nuisance laws, the commissioner of
human services, the commissioner of the Housing Finance Agency, and the local governments
where homeless encampments are located must create navigation centers that provide:

new text begin (1) temporary housing, including but not limited to accessory dwelling units, enclosed
trailers, manufactured homes, and hotels to shelter persons currently living in homeless
encampments;

new text begin (2) 24-hour staffing and sanitation services to the temporary housing provided by a
navigation center;

new text begin (3) assistance to individuals seeking assistance from a navigation center; and
new text end

new text begin (4) assistance to individuals seeking to obtain permanent housing to transition out of a
navigation center.
