  1.1                          A bill for an act
  1.2             relating to human services; requiring the commissioner 
  1.3             of administration to evaluate the potential 
  1.4             effectiveness of private sector administration of the 
  1.5             MinnesotaCare program. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [MINNESOTACARE PROGRAM ADMINISTRATION.] 
  1.8      The commissioner of administration shall study the 
  1.9   potential effectiveness of contracting with a private sector 
  1.10  third-party administrator to administer the MinnesotaCare 
  1.11  program.  The commissioner shall determine whether the use of a 
  1.12  third-party administrator to determine enrollee eligibility and 
  1.13  process provider claims will reduce state administrative costs, 
  1.14  improve the accuracy and timeliness of eligibility determination 
  1.15  and claims payment, and allow effective coordination of 
  1.16  MinnesotaCare with the medical assistance program and county 
  1.17  social service agencies.  The commissioner shall present 
  1.18  recommendations to the legislature by February 1, 1996.
