  1.1                          A bill for an act 
  1.2             relating to traffic regulations; providing for 
  1.3             temporary vehicle registration permits; clarifying 
  1.4             placement of televisions in motor vehicles; amending 
  1.5             Minnesota Statutes 1998, sections 168.09, subdivision 
  1.6             7; and 169.471, subdivision 1. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1998, section 168.09, 
  1.9   subdivision 7, is amended to read: 
  1.10     Subd. 7.  [DISPLAY OF TEMPORARY PERMIT; SPECIAL PLATES.] A 
  1.11  vehicle that displays or applies for a special plate issued 
  1.12  under section 168.021; 168.12, subdivision 2, 2a, 2b, 2c, or 2d, 
  1.13  or 2e; 168.123; 168.1235; 168.124; 168.125; 168.126; 168.128; or 
  1.14  168.1281; 168.129; 168.1291; 168.1292; or 168.1296 may display a 
  1.15  temporary permit in conjunction with expired registration if: 
  1.16     (1) the current registration tax and all other fees have 
  1.17  been paid in full; and 
  1.18     (2) the plate requires replacement under section 168.12, 
  1.19  subdivision 1, paragraph (3). 
  1.20     The permit is valid for a period of 60 days.  The permit 
  1.21  must be in a form prescribed by the commissioner of public 
  1.22  safety and whenever practicable must be posted upon the driver's 
  1.23  side of the rear window on the inside of the vehicle.  The 
  1.24  permit is valid only for the vehicle for which it was issued to 
  1.25  allow a reasonable time for the new license plates to be 
  1.26  manufactured and delivered to the applicant. 
  2.1      Sec. 2.  Minnesota Statutes 1998, section 169.471, 
  2.2   subdivision 1, is amended to read: 
  2.3      Subdivision 1.  [TELEVISION SCREEN IN VEHICLE.] No 
  2.4   television screen shall be installed or used in any motor 
  2.5   vehicle at any point forward of the back of the driver's seat, 
  2.6   or which where it is visible to the driver while operating the 
  2.7   motor vehicle except:  
  2.8      (1) video screens installed in law enforcement vehicles; 
  2.9      (2) closed circuit video systems used exclusively to aid 
  2.10  the driver's visibility to the rear or sides of the vehicle; and 
  2.11     (3) video screens installed as part of a vehicle control 
  2.12  system or used in intelligent vehicle highway applications. 
  2.13     Sec. 3.  [EFFECTIVE DATE.] 
  2.14     Section 2 is effective the day following final enactment.
