  1.1                          A bill for an act
  1.2             relating to the metropolitan council; establishing a 
  1.3             moratorium on extension of the metropolitan urban 
  1.4             service area until the legislature approves a 2040 
  1.5             metropolitan area transportation budget. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [METROPOLITAN URBAN SERVICE AREA MORATORIUM.] 
  1.8      The metropolitan council, with assistance from all affected 
  1.9   state agencies and local governmental units, shall develop a 
  1.10  budget that identifies all costs and funding sources related to 
  1.11  transportation through the year 2040 that reflect the council's 
  1.12  adopted metropolitan development guide and growth management 
  1.13  strategy.  The council must submit the budget to the legislature 
  1.14  for approval by December 31, 1997.  If the legislature approves 
  1.15  the budget, the legislature shall adopt a resolution to that 
  1.16  effect.  Until the legislature approves the 2040 metropolitan 
  1.17  area transportation budget, the metropolitan council shall not 
  1.18  approve any extension to the metropolitan urban service area, as 
  1.19  it is on the effective date of this section, if the extension 
  1.20  may affect the metropolitan transportation system. 
  1.21     Sec. 2.  [APPLICATION.] 
  1.22     Section 1 applies in the counties of Anoka, Carver, Dakota, 
  1.23  Hennepin, Ramsey, Scott, and Washington.
