  1.1                          A bill for an act 
  1.2             relating to traffic regulations; exempting certain 
  1.3             garbage trucks from seat belt law; amending Minnesota 
  1.4             Statutes 2002, section 169.686, subdivision 2. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 2002, section 169.686, 
  1.7   subdivision 2, is amended to read: 
  1.8      Subd. 2.  [SEAT BELT EXEMPTIONS.] This section shall not 
  1.9   apply to: 
  1.10     (1) a person driving a passenger vehicle in reverse; 
  1.11     (2) a person riding in a seat in which all the seating 
  1.12  positions equipped with safety belts are occupied by other 
  1.13  persons; 
  1.14     (3) a person who is in possession of a written certificate 
  1.15  from a licensed physician verifying that because of medical 
  1.16  unfitness or physical disability the person is unable to wear a 
  1.17  seat belt; 
  1.18     (4) a person who is actually engaged in work that requires 
  1.19  the person to alight from and reenter a passenger vehicle at 
  1.20  frequent intervals and who, while engaged in that work, does not 
  1.21  drive or travel in that vehicle at a speed exceeding 25 miles 
  1.22  per hour; 
  1.23     (5) a person who is engaged in work that requires the 
  1.24  person, at frequent intervals, to alight from and reenter a 
  1.25  truck designed and used primarily to load and transport 
  2.1   household refuse and garbage, or to load and transport discarded 
  2.2   or recyclable household materials, from residences and 
  2.3   commercial establishments and who, while engaged in that work, 
  2.4   does not drive or travel in the truck at a speed exceeding 25 
  2.5   miles per hour; 
  2.6      (6) a rural mail carrier of the United States Postal 
  2.7   Service while in the performance of duties; 
  2.8      (6) (7) a person driving or riding in a passenger vehicle 
  2.9   manufactured before January 1, 1965; and 
  2.10     (7) (8) a person driving or riding in a pickup truck, as 
  2.11  defined in section 168.011, subdivision 29, while engaged in 
  2.12  normal farming work or activity.
