A bill for an act
relating to capital investment; reauthorizing money to install and construct noise
mitigation barriers on freight rail lines; authorizing the sale and issuance of
state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $700,000 is appropriated from the bond proceeds
fund to the commissioner of transportation for a grant to the city of St. Louis Park to
predesign, design, construct, and install noise mitigation barriers associated with route
changes for freight rail.

new text begin To provide the money appropriated in this section from
the bond proceeds fund, the $700,000 appropriation in Laws 2006, chapter 258, section
16, subdivision 6, paragraph (a), is reauthorized to St. Louis Park for the purposes of
subdivision 1, in the manner, upon the terms, and with the effect prescribed by Minnesota
Statutes, sections 16A.631 to 16A.675, and by the Minnesota Constitution, article XI,
sections 4 to 7. Notwithstanding Minnesota Statutes, section 16A.642, this appropriation
and its corresponding bond authorization do not cancel until December 31, 2014.
