  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing issuance 
  1.3             of trunk highway bonds; appropriating money to prepare 
  1.4             plans and specifications for reconstruction and 
  1.5             expansion of I-35W between Hennepin county line and 
  1.6             Lexington Avenue in Anoka county. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [APPROPRIATION; I-35W.] 
  1.9      $5,000,000 is appropriated from the bond proceeds account 
  1.10  in the trunk highway fund to the commissioner of transportation 
  1.11  for the completion of plans and specifications for the 
  1.12  reconstruction of marked interstate highway 35W from its 
  1.13  intersection with the Hennepin county line between the city of 
  1.14  Minneapolis and the city of Roseville in Ramsey county and its 
  1.15  intersection with Lexington Avenue in Anoka county.  This 
  1.16  appropriation is available for conducting all necessary planning 
  1.17  and public involvement actions, environmental impact studies, 
  1.18  and alternative analyses.  Plans for marked interstate highway 
  1.19  35W must include all necessary improvements to appropriate 
  1.20  segments of marked trunk highway 10, marked trunk highway 36, 
  1.21  and marked interstate highway 694, and related county and city 
  1.22  infrastructure. 
  1.23     Sec. 2.  [BOND SALE.] 
  1.24     To provide the money appropriated in section 1 from the 
  1.25  bond proceeds account in the trunk highway fund, the 
  1.26  commissioner of finance shall sell and issue bonds of the state 
  2.1   in an amount up to $5,000,000 in the manner, upon the terms, and 
  2.2   with the effect prescribed by Minnesota Statutes, sections 
  2.3   167.50 to 167.52, and by the Minnesota Constitution, article 
  2.4   XIV, section 11, at the times and in the amounts requested by 
  2.5   the commissioner of transportation.  The proceeds of the bonds, 
  2.6   except accrued interest and any premium received from the sale 
  2.7   of the bonds, must be deposited in the bond proceeds account in 
  2.8   the trunk highway fund. 
  2.9      Sec. 3.  [EFFECTIVE DATE.] 
  2.10     Sections 1 and 2 are effective the day following final 
  2.11  enactment.
