  1.1                          A bill for an act 
  1.2             relating to education; establishing a task force on 
  1.3             diabetes and schools; appropriating money. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [TASK FORCE ON DIABETES AND SCHOOLS.] 
  1.6      Subdivision 1.  [ESTABLISHMENT.] A task force on diabetes 
  1.7   and the schools is established to examine the most appropriate 
  1.8   and effective means of providing care for students with diabetes 
  1.9   in a school setting. 
  1.10     Subd. 2.  [MEMBERSHIP.] The task force shall consist of the 
  1.11  following 11 members:  one member appointed by the subcommittee 
  1.12  or committees of the senate committee on rule and 
  1.13  administration, and one member appointed by the speaker of the 
  1.14  house, both of whom shall be a parent of a student with diabetes 
  1.15  attending the public schools; one member appointed by the 
  1.16  governor who shall be a representative of a nonpublic school; 
  1.17  the commissioner of children, families, and learning or the 
  1.18  commissioner's designee; one school administrator selected by 
  1.19  the Minnesota association of school administrators; one local 
  1.20  school board member selected by the Minnesota school boards 
  1.21  association; one public school teacher selected by education 
  1.22  Minnesota; one public school principal or supervisor selected by 
  1.23  the Minnesota principals and supervisors association; a 
  1.24  pediatric endocrinologist selected by the American diabetes 
  2.1   association, Minnesota area; a certified school nurse selected 
  2.2   by the Minnesota school nurses association; and one 
  2.3   representative from the American diabetes association, Minnesota 
  2.4   area.  Membership terms, removal, and vacancies are governed by 
  2.5   Minnesota Statutes, section 15.059.  Members of the task force 
  2.6   shall not receive compensation except members may receive 
  2.7   reimbursement for travel expenses. 
  2.8      Subd. 3.  [ADMINISTRATION.] The department of children, 
  2.9   families, and learning shall provide staff support and technical 
  2.10  and other assistance for task force activities.  The task force 
  2.11  members shall select a chair. 
  2.12     Subd. 4.  [TASK FORCE ACTIVITIES.] The task force shall 
  2.13  recommend guidelines for the most appropriate and effective 
  2.14  means of providing care for students with diabetes in a school 
  2.15  setting.  The guidelines shall include at least the following: 
  2.16     (1) a standardized but flexible system of procedures to 
  2.17  enable a school to implement an individualized treatment plan 
  2.18  for a student with diabetes; 
  2.19     (2) basic procedures to ensure that a school works in 
  2.20  conjunction with the student's parents and medical care 
  2.21  providers; and 
  2.22     (3) procedures to ensure that a student's diabetes care is 
  2.23  integrated into the usual school routine to the greatest extent 
  2.24  possible. 
  2.25     Subd. 5.  [REPORT.] The task force shall submit a report of 
  2.26  its findings and guidelines to the chairs of the education 
  2.27  committees in the house and the senate by February 15, 2000. 
  2.28     Subd. 6.  [EXPIRATION.] The task force expires on May 1, 
  2.29  2000. 
  2.30     Sec. 2.  [APPROPRIATION.] 
  2.31     $....... is appropriated in fiscal year 2000 from the 
  2.32  general fund to the commissioner of children, families, and 
  2.33  learning for the purposes of section 1.
