  1.1                          A bill for an act 
  1.2             relating to human rights; directing the department of 
  1.3             human rights to study discrimination in rental 
  1.4             housing; appropriating money. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [RENTAL HOUSING DISCRIMINATION TESTING 
  1.7   PROGRAM.] 
  1.8      The department of human rights shall develop and implement 
  1.9   an effective program for testing whether the Human Rights Act, 
  1.10  Minnesota Statutes, chapter 363, is being complied with in the 
  1.11  area of rental housing.  The program must include tests to 
  1.12  determine the frequency of incidents of racial discrimination.  
  1.13  The department shall report to the appropriate committees of the 
  1.14  legislature by January 1, 1998, on the results and effectiveness 
  1.15  of the program required by this section. 
  1.16     Sec. 2.  [APPROPRIATION.] 
  1.17     $50,000 is appropriated from the general fund to the 
  1.18  commissioner of human rights for the purposes of section 1.  
  1.19  This appropriation is available until June 30, 1998.
