A bill for an act
relating to behavioral health; creating a certified community behavioral health
pilot project; appropriating money; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CERTIFIED COMMUNITY BEHAVIORAL HEALTH PILOT PROJECT.

new text begin Establishment. new text end

new text begin The commissioner of human services must establish a
certified community behavioral health pilot project to transform community behavioral
health systems and provide comprehensive coordinated behavioral health care that is family
and culturally centered. The certified community behavioral health pilot project must assist
Minnesota organizations that are certified community behavioral health clinics (CCBHCs)
that provide comprehensive services including outreach, screening, assessment, treatment,
care coordination, and recovery support that align with the most recently issued certified
community behavioral health clinic certification criteria published by the Substance Abuse
and Mental Health Services Administration. The pilot project will run from October 1, 2024,
until October 1, 2026.

new text begin To be eligible to receive funding under this section, CCBHCs must
be certified under Minnesota Statutes, section 245.735, subdivision 3, and must have
completed the CCBHC behavioral health community certification and needs assessment.
A CCBHC that receives funds under this section must submit documentation as required
by the commissioner of human services.

new text begin (a) Funds received under this section must be used to provide
services that are directly related to CCBHC certification criteria and must be used for services
or practices that are evidence-based. An evidence-based service or practice refers to an
approach to prevention, treatment, or recovery that is validated by a form of documented
research evidence.

new text begin (b) No more than 20 percent of funds received under this section may be used for the
development of infrastructure.

new text begin (c) Funds received under this section must only be used for services provided to
individuals who are not covered by public or commercial health insurance or individuals
for whom coverage was formally determined to be unaffordable or for services that are not
sufficiently covered by an individual's health insurance plan.

new text begin (d) A CCBHC receiving funds under this section must assist eligible uninsured individuals
with their health insurance application or with the insurance enrollment process.

new text begin (e) A CCBHC receiving funds under this section must utilize all other outside sources
of funding for an individual receiving services prior to using the funds received under this
section.

new text begin (a) A CCBHC receiving funds under this section must report to the
commissioner of human services on the following:

new text begin (1) the number of individuals receiving services;
new text end

new text begin (2) the types of services provided;
new text end

new text begin (3) the diagnosis of each individual served;
new text end

new text begin (4) any results from lab testing or physical examinations for individuals served; and
new text end

new text begin (5) mental health functioning outcomes for individuals served.

new text begin (b) The commissioner must compile the reports from each CCBHC participating in the
pilot project and provide the compiled report to the chairs and ranking minority members
of the legislative committees with jurisdiction over behavioral health. The compiled report
must also assess the impact of the pilot project, with focus on whether the pilot project
reduced disparities in behavioral health care access, whether there was an increase in service
use, and the outcomes statewide.

Sec. 2. new text begin APPROPRIATION; CERTIFIED COMMUNITY BEHAVIORAL HEALTH
PILOT PROJECT.

new text begin $1,500,000 in fiscal year 2025 is appropriated from the general fund to the commissioner
of human services for the certified community behavioral health pilot project. The general
fund base for this appropriation is $1,500,000 in fiscal year 2026 and $0 in fiscal year 2027.
