A bill for an act
relating to environment; requiring exclusion of commercialized carbon dioxide
from GREET model analysis of ethanol fuels; amending Minnesota Statutes 2020,
section 116.07, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2020, section 116.07, is amended by adding a subdivision
to read:

new text begin (a) If
the state adopts the GREET model to evaluate ethanol-containing fuels, any carbon dioxide
that was captured by an ethanol plant, as defined in section 41A.09, and sold for commercial
purposes must be excluded from consideration in the model.

new text begin (b) For purposes of this subdivision, "GREET model" means the Greenhouse Gases,
Regulated Emissions, and Energy Use in Transportation model or any other life cycle model
that fully evaluates the energy and emission impacts of transportation fuels.
