A bill for an act
relating to transportation; providing a grant to develop data for a roadside test to
determine impairment from tetrahydrocannabinol; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin $500,000 in fiscal year 2025 is appropriated from the general fund to the commissioner
of transportation for a grant to the University of Minnesota's Office of Research Innovation
to conduct a feasibility study of research protocols and gather preliminary data regarding
the detection of tetrahydrocannabinol in exhaled breath following smoking cannabis to
determine if a device developed by Vocxi Health is effective and reliable at determining
the presence of tetrahydrocannabinol and the degree of impairment caused by detected
tetrahydrocannabinol. If the University of Minnesota's Office of Research Innovation receives
private funding or a grant from any other source for the purposes described in this section,
the university must return the portion of the grant received from the commissioner of
transportation that is equal to the money received from any other source. The commissioner
of transportation must deposit any money that is returned in the general fund. This is a
onetime appropriation and is available until June 30, 2026.
