A bill for an act
relating to transit; appropriating money for transit in greater Minnesota.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

(a) $10,000,000 in fiscal year 2023 is appropriated from the general fund to the
commissioner of transportation for the public transit assistance program under Minnesota
Statutes, section 174.24. This is a onetime appropriation and is available until June 30, 2025.

(b) The appropriation in paragraph (a) is available for:

new text begin
(1) the recipient's share of fuel cost increases above any amount specified in a contract
under Minnesota Statutes, section 174.24, subdivision 3;

(2) the recipient's share of vehicle cost increases above any previously committed amount;
new text end
new text begin
(3) costs of consultants to design and plan transit capital investments, including facilities
and transit shelters;
new text end
new text begin
(4) construction of transit facilities;
new text end
new text begin
(5) costs of consultants to assist in planning and outreach for county-to-county bus
service, bus rapid transit lines, or both;
new text end
new text begin
(6) capital investments for electric vehicle charging facilities;
new text end
new text begin
(7) procurement of zero-emission and electric transit vehicles;
new text end
new text begin
(8) transit system technology improvements; and
new text end
new text begin
(9) hiring bonuses.

(c) The commissioner must allocate financial assistance awards by December 1, 2023.
A recipient of financial assistance must expend the funds by December 31, 2024.

(d) A recipient of financial assistance is not required to commit funds from nonstate
sources that exceed five percent of the amount provided under this section.
