  1.1                          A bill for an act 
  1.2             relating to economic development; providing for 
  1.3             electronic filing and information retrieval pertaining 
  1.4             to business licenses; appropriating money; amending 
  1.5             Minnesota Statutes 1994, sections 116J.78, by adding a 
  1.6             subdivision; and 116J.81, by adding a subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1994, section 116J.78, is 
  1.9   amended by adding a subdivision to read: 
  1.10     Subd. 5.  [ELECTRONICALLY ACCESSIBLE INFORMATION.] By 
  1.11  December 31, 1996, the bureau shall design, establish, 
  1.12  implement, and maintain an electronic system to allow the public 
  1.13  to retrieve via computer information on licenses and their 
  1.14  requirements prepared by the bureau.  The bureau shall establish 
  1.15  the format and standards for such retrieval consistent with 
  1.16  state information and data interchange policies. 
  1.17     Sec. 2.  Minnesota Statutes 1994, section 116J.81, is 
  1.18  amended by adding a subdivision to read: 
  1.19     Subd. 3.  [ELECTRONIC FILING OF LICENSE APPLICATIONS.] By 
  1.20  December 31, 1998, the bureau shall design, establish, 
  1.21  implement, and maintain an electronic system to allow the public 
  1.22  to file via computer electronic applications for business 
  1.23  licenses and permits as defined in sections 116C.24, subdivision 
  1.24  5, and 116J.70, subdivision 2, and for the occupational and 
  1.25  other licenses, registrations, certifications, and permits 
  1.26  described in section 116J.70, subdivision 2a, clauses (1) and 
  2.1   (3).  The bureau shall, consistent with section 116J.83, and in 
  2.2   consultation with each agency having jurisdiction to approve or 
  2.3   deny a license, identify the licenses which can be 
  2.4   electronically applied for, and shall establish the standards 
  2.5   and formats for such applications consistent with state 
  2.6   information and data interchange policies. 
  2.7      Sec. 3.  [APPROPRIATION.] 
  2.8      $....... is appropriated from the general fund to the 
  2.9   commissioner of trade and economic development for the purposes 
  2.10  of sections 1 and 2 for the biennium ending June 30, 1997.
