A bill for an act
relating to open meetings; modifying the Open Meeting Law; amending Minnesota
Statutes 2022, section 13D.01, by adding a subdivision; proposing coding for new
law in Minnesota Statutes, chapter 13D.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2022, section 13D.01, is amended by adding a subdivision
to read:

new text begin To the extent practical, the public body shall
allow a person to monitor meetings required to be open to the public under this section from
a remote location.

new text begin If it is the public body's practice to
offer a public comment period, the public comment period must be part of a meeting and
must be held during the meeting.

new text begin If it is the public body's practice to offer a public
comment period at a meeting governed by section 13D.01, 13D.015, or 13D.02, the location
of the meeting shall serve as the location where members of the public may deliver public
comments. The public body may also allow public comment from a remote location.
