  1.1                          A bill for an act 
  1.2             relating to education; amending residential academies 
  1.3             grants; amending Laws 1999, chapter 241, article 4, 
  1.4             section 26. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:  
  1.6      Section 1.  Laws 1999, chapter 241, article 4, section 26, 
  1.7   is amended to read: 
  1.8      Sec. 26.  [RESIDENTIAL ACADEMIES.] 
  1.9      (a) If a recipient has been awarded a grant under Laws 
  1.10  1998, chapter 398, article 5, section 46, and fails to meet the 
  1.11  requirements under the application process for implementing the 
  1.12  program after June 30, 1999, any grant money awarded but not 
  1.13  paid shall not cancel but is appropriated to the commissioner 
  1.14  for additional capital grants to new or existing grantees 
  1.15  located in greater Minnesota.  The commissioner may reopen the 
  1.16  application process with any funds made available. 
  1.17     (b) All projects awarded grants under Laws 1998, chapter 
  1.18  398, article 5, section 46, must submit updated capital and 
  1.19  operating budget plans to the department of children, families, 
  1.20  and learning by June 11, 1999.  The commissioner shall approve 
  1.21  all educationally and economically advisable plans for projects 
  1.22  awarded grants under Laws 1998, chapter 398, article 5, section 
  1.23  46, by June 15, 1999.  Only projects with approved updated plans 
  1.24  shall be eligible to receive funds.  If any project is found 
  1.25  ineligible to receive funds, the commissioner may reallocate the 
  2.1   funds formerly allocated to that project to the remaining 
  2.2   eligible projects. 
  2.3      (c) All projects awarded grants under paragraph (a) must 
  2.4   submit updated capital and operating budget plans that must be 
  2.5   approved by the department of children, families, and learning 
  2.6   before the recipient is eligible to receive funds.  If any 
  2.7   project is ineligible to receive funds, the commissioner may 
  2.8   reallocate the funds formerly allocated to that project to new 
  2.9   grantees located in greater Minnesota. 
  2.10     Sec. 2.  [EFFECTIVE DATE.] 
  2.11     Section 1 is effective the day following final enactment.
