A bill for an act
relating to veterans; authorizing commissioner of public safety to dispose
of unused special veterans' license plates; proposing coding for new law in
Minnesota Statutes, chapter 168.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin For purposes of this section, the following terms have
the meanings given them:

new text begin (a) "Unused veteran's license plate type" means any type of special veteran's license
plate authorized under section 168.123, subdivision 2, paragraphs (a) to (d) and (f) to (i),
for which the commissioner of veterans affairs has determined that the eligible population
of veterans has ceased to exist within Minnesota, and for which the commissioner of
public safety has determined that there are no registered vehicles bearing such plates
within the state.

new text begin (b) "Veteran" has the meaning assigned in section 197.447.

new text begin Authority to dispose of unused plates. new text end

new text begin (a) Notwithstanding any other
provision of this chapter, the commissioner of public safety is authorized to sell license
plates of any unused special veteran's license plate type. The commissioner shall sell the
plates at market value, as determined from time to time by the commissioner, and may sell
the plates either singly or in quantities of up to 25 plates per buyer, as the commissioner
deems appropriate at any time. Applications from prospective buyers must be processed
in order of receipt following the effective date of this enactment. Before selling plates
of any unused special veteran's license plate type, the commissioner must honor bona
fide requests from established public museums from throughout the state for the plates.
The commissioner may provide free of charge to any established public museum within
Minnesota up to two license plates of any unused special veteran's license plate type.

new text begin (b) Before selling plates of any unused special veteran's license plate type, the
commissioner must declare and publicly announce that plates of that type are no longer
valid for purposes of motor vehicle registration within the state.

new text begin Proceeds from the sale of unused veterans' special license
plates under this section must be deposited in the vehicle services operating account
in the state treasury.
