A bill for an act
relating to local government; establishing an advisory task force to make
recommendations on changes to the municipal boundary adjustment law;
appropriating money.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

An advisory task force on municipal boundary
adjustments is established to study and make recommendations on what, if any, changes
should be made to the law governing municipal boundary adjustments. The task force
is comprised of the following members:

(1) two state senators, one from the majority caucus and one from the minority
caucus, appointed by the senate subcommittee on committees of the committee on rules
and administration;

(2) one state representative appointed by the speaker of the house and one state
representative appointed by the house minority leader;

(3) three representatives of city interests, appointed by the League of Minnesota
Cities in consultation with the Association of Metropolitan Municipalities, the Coalition
of Greater Minnesota Cities, and the Minnesota Association of Small Cities;

(4) three representatives of township interests, appointed by the Minnesota
Association of Townships; and

(5) one person appointed jointly by the senate majority leader and the speaker of the
house to serve as chair of the task force, selected based on knowledge and experience in
municipal boundary adjustment issues and who could serve without bias towards either
side of the issue of annexation.

The
Legislative Coordinating Commission shall provide administrative support to the task
force, including, if sufficient funds are appropriated for this purpose, hiring a facilitator
from the Management Analysis Division of the Department of Administration to assist
the task force in its work.

The task force shall report its recommendations
to the chairs and members of the house and senate committees with jurisdiction over
municipal boundary adjustments by February 1, 2007. The task force shall also provide a
copy of its recommendations to the Legislative Reference Library.

$??a??A|??a??A|. is appropriated from the general fund to the
Legislative Coordinating Commission to pay for the administrative expenses of the task
force, including per diems and expenses of members and the services of a facilitator
from the Management Analysis Division of the Department of Administration. This
appropriation cancels June 30, 2007.
