1.1 A bill for an act 1.2 relating to transportation; appropriating money for 1.3 personal rapid transit systems. 1.4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 1.5 Section 1. [APPROPRIATIONS FOR PERSONAL RAPID TRANSIT 1.6 SYSTEMS.] 1.7 (a) For purposes of this section, "personal rapid transit" 1.8 means generally a transportation system of small, 1.9 computer-controlled vehicles, each transporting one to three 1.10 passengers on elevated guideways in a transportation network and 1.11 operating on demand and nonstop direct to any station in the 1.12 network. 1.13 (b) $1,000,000 is appropriated from the general fund to the 1.14 University of Minnesota for a grant for engineering and design 1.15 of a personal rapid transit system. 1.16 (c) $12,500,000 is appropriated from the general fund to 1.17 the University of Minnesota to be disbursed as a matching grant 1.18 for a project instituting a personal rapid transit system under 1.19 the following conditions: 1.20 (1) the project satisfies a cost benefit ratio analysis 1.21 pursuant to Minnesota Statutes, section 16C.065; and 1.22 (2) the appropriation is disbursed (i) on a one-to-one 1.23 matching basis with nonpublic money, or (ii) on a matching basis 1.24 with a county or statutory or home rule charter city agreeing to 2.1 pay at least 25 percent of the cost along with the federal 2.2 government agreeing to pay 50 percent of the cost, although 2.3 public costs may be satisfied with funds from nonpublic sources. 2.4 (d) Priority for these grants must be given to a personal 2.5 rapid transit system that utilizes patents owned by the 2.6 University of Minnesota. 2.7 (e) These appropriations are available through June 30, 2.8 2002.
